NOTICE OF PUBLIC HEARING BY THE ORANGE COUNTY PLANNING COMMISSION

SUBJECTPublic Hearing for Zoning Code Amendment CA 25-01 (FP “Floodplain” Overlay District , section 7-9-42 of the Orange County Comprehensive Zoning Code)
PROPOSAL

Recommend for adoption by the Board of Supervisors the proposed Zoning Code Amendment to the Floodplain Overlay District that will ensure continued compliance with the Federal Emergency Management Agency (FEMA)/Community Rating System (CRS) program that provides property owners in participating jurisdictions an opportunity to receive a discount on their flood insurance costs.

ENVIRONMENTAL DOCUMENTATIONThis action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action in regard to a project since the action being authorized involves the initiation of an amendment to the County of Orange Zoning Code, which is administrative. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

All persons either favoring or opposing this proposal and all supporting documents are invited to present their views at this meeting. It is requested that any documents or written response be submitted to OC Development Services prior to the meeting date. If you challenge the action taken on this proposal in court, you may be limited to raising only those issues you or someone else raised prior to close of the public meeting described in this notice, or in written correspondence delivered to OC Development Services. Interested parties may also send comments on the project via email to Cindy.Salazar@ocpw.ocgov.com. Comments submitted before the start of meeting will be part of the public record and distributed to the Planning Commission for consideration.
