Planning Commissioner Biographies

The Orange County Board of Supervisors appoints five planning commissioners, each representing a district of the County.

Trung “Joe” Q. Ha is the Senior Vice President of AmpCo Contracting, Inc., a general engineering contractor specializing in environmental, demolition, and earthwork. He has worked in the construction and real estate development industry for over thirty years with developers and general contractors throughout California.

Mr. Ha is a graduate from Fullerton College with an Associates of Arts degree in Architecture, and from California State University, Long Beach, with a Bachelor of Science degree in Construction Management. He holds a Class “A” General Engineering license with the State of California.

Joe, his wife Victoria, and two daughters are residents of Westminster since 2001. He was appointed to the Planning Commission by the 1st District Supervisor Andrew Do in November 2015.

Mrs. Hang Harper is a Certified Public Accountant with over 15 years’ experience. Together with her husband Patrick, they own Harper and Harper, an Accounting Firm in Fountain Valley specializing in accounting and taxation for small businesses.

As a refugee from war-torn Vietnam, she is proud to be the first in her family to graduate from Bolsa Grande High School and California State University, Fullerton with a Bachelor of Arts in Business Administration with an emphasis in Accounting.

Mrs. Harper is a mother of three sons ages 14, 13, and 11 who attend Fulton Middle School and Fountain Valley High School in Fountain Valley, Orange County Second District. She is actively volunteering at the children’s schools and currently a Board member of Fulton Middle School’s PTA.

Additionally, she is an active volunteer in the community. Currently, Mrs. Harper is serving as a Board Member of Footprints Foundation for Families, an organization that helps to reduce the likelihood of individuals with autism and related disorders from becoming victims of social isolation and bullying while inspiring hope and facilitating social and economic mobility. She is also a Board Member of the Asian Business Association Orange County and Vietnamese American Chamber of Commerce. Mrs. Harper offers her expertise in financial planning, accounting and tax to help other nonprofit organizations such as Senhoa Foundation (organization established projects that address the prevention, rehabilitation and reintegration of survivors of human trafficking and those vulnerable to sexual exploitation in Cambodia), Compassionate Hands Foundation (organization helps the poor in crisis throughout Vietnam), and Vietnamese American Arts & Letters Association (organization that promotes ethnic art and culture to enrich community assimilation.)

Kevin G. Rice is an attorney with his offices in Fullerton. With over twenty years in private practice, his focus is on probate law and estate planning, as well as probate and general civil litigation. Prior to this, he was a public affairs consultant.

Mr. Rice attended Orange High School and graduated from Cal. State University, Fullerton with a degree in Political Science and later graduated from Western State University, College of Law.

Mr. Rice serves as a hearing officer and Member of the Orange County Assessment Appeals Board as well as a member of the “Citizens Advisory Committee” for the East Orange County Water District. He spent many years as a little league and softball coach as well as being the President of the Orange/Villa Park Girls Softball League. He is also active in the Boy Scouts of America and serves as a merit badge counselor.

Kevin and his wife Laura have resided in Cowan Heights since 2003. He was appointed to the Planning Commission by 3rd District Supervisor Todd Spitzer in May of 2016.

Claudia is a California native living in the City of Anaheim since 1981. Currently appointed as County of Orange Planning Commissioner (District 4), she also serves on the City of Anaheim Housing & Community Development Commission and as a Board Member at The Heritage Museum of Orange County.  Prior to these appointments, Claudia had the privilege of serving the City of Anaheim as a Library Trustee and Oversight Committee Member.

Claudia is currently Senior Field Representative for Assemblywoman Cottie Petrie-Norris (74th AD). Previously, she was Project Director for Represent OC, an Orange County-based leadership development project where Claudia recruited, mentored, and trained over 300 project participants to serve in public leadership positions.

Claudia’s professional career began with CA State Senator Martha Escutia (34th S.D.) and CA State Assemblyman Mike Eng (49th A.D). She also worked as the Public Affairs Manager for Planned Parenthood of Orange and San Bernardino Counties.

Claudia’s personal life revolves around her family, traveling, cooking, and spending time with friends. She holds a bachelor's degree in Business Marketing.

Dave Bartlett is the Vice-President of Land for Brookfield Residential Properties of Southern California. Over the past 30 years, he has guided the successful entitlements of many residential, mixed-use and commercial projects throughout southern California. He joined the Brookfield team in 2004 and is currently responsible for entitlements, pre-development, and development operations for over a 10,000-lot portfolio in southern California.

Mr. Bartlett currently serves on the Board of Directors of the Orange County Business Council, the Building Industry Association (BIA) of Southern California and is past President of the Orange County BIA. Dave attended the University of Arizona, in Tucson and majored in Geography and Regional Development.

Dave and his wife Anne Marie have three daughters and have lived and enjoyed life in the 5th District for over 19 years.
