Proposed Project Description
The proposed Project involves the construction and operation of a 95-unit active senior living residential project with a secure subterranean parking garage and related amenities on the former Vic Braden Tennis College site within the Coto de Caza Specific Plan community. A total of 3.38 acres of the 3.86-acre site would be graded. A total of 3.09 acres of the site would be developed, with the building taking up approximately 1.0 acre of the surface area, and hardscaping and landscaping taking up the remainder of the developed portion of the site. Refer to Section 6.0 for a detailed description of the Project.
The project site is in the Coto de Caza Specific Plan area, located within Planning Area 20, zoned Community Center/Commercial by the specific plan as depicted below.
Project Location
The Project site is located at 23333 and 23335 Avenida La Caza in the unincorporated community of Coto de Caza, California. The Project site is bordered to the northwest by Via Alondra, to the southeast by Avenida La Caza, and to the east by the Coto Valley Country Club clubhouse. Located within the County’s Fifth (5th) Supervisorial District.

Environmental Impact Report (EIR) Milestones
Step 1: Notice of Preparation
The Notice of Preparation (NOP) is a document that is prepared and distributed to the State Clearinghouse, Responsible and Trustee Agencies, Interested Persons, Organizations, and Groups to solicit guidance so that Project-related specific detail and concerns relevant to each agency’s statutory responsibilities are addressed in the scope and content of the Draft EIR.
Step 2: Preparation of Draft EIR
The project applicant and relevant environmental consultants work with County Staff to prepare all documents necessary (technical studies, reports, etc.) to support the Draft EIR. Upon completion of these documents, the documents are made available for public review.
Step 3: Public Review of Draft EIR
The time period in which the complete Draft EIR is made available to the public for review and comment, the standard public review timeframe for an EIR is 45 days. The documents will be posted per all legal requirements including on this webpage once they become available.
Step 4: Preparation of Final EIR
Upon the close of the public comment period, County Staff will evaluate comments on environmental issues received from interested persons, organizations, and groups who reviewed the Draft EIR and prepare a Response to Comments (RTC) separate document. A Final EIR means an EIR containing the Draft EIR and the RTC document.

The applicant has chosen to pursue the preparation of an Environmental Impact Report (EIR) after the preparation of a Mitigated Negative Declaration (MND) had been underway.
